Is a Driving License Really Mandatory?
Yes, a valid motorcycle driving license or learner's permit is an absolute mandatory requirement for the CM Punjab E-Bike Teacher Scheme 2026. There are no exceptions, waivers, or alternative documents accepted in its place. The Punjab Teachers Foundation (PTF) verification system checks the license number you provide against the traffic police database in real-time during the verification process. If the license is invalid, expired, or does not exist in the database, your application is automatically rejected.
This requirement exists for safety and legal reasons. An electric bike, despite being quieter and slower than some petrol motorcycles, is still a motor vehicle that operates on public roads alongside cars, trucks, and buses. Pakistani traffic law requires all motor vehicle operators to possess a valid license appropriate to the vehicle type. Distributing bikes to unlicensed riders would expose the government to legal liability and endanger both the riders and other road users.
What Types of Licenses Are Accepted?
The scheme accepts two types of documents. The first is a full motorcycle driving license issued by any provincial or federal traffic authority in Pakistan. The second is a learner's driving permit for motorcycles, also issued by the relevant traffic authority. Both documents must be valid (not expired) at the time of application submission. A car-only license does not qualify — the license must explicitly cover motorcycles or two-wheeled motor vehicles.
International driving licenses issued by foreign countries are not accepted. Pakistani driving licenses issued by any province (Punjab, Sindh, KPK, Balochistan) or Islamabad Capital Territory are all equally valid. If you hold a license from a province other than Punjab, it will be accepted without any additional documentation or conversion process.
How to Get a Motorcycle Driving License in Punjab
If you do not currently have a motorcycle license, the process to obtain one in Punjab is straightforward. Visit your district's traffic police office or one of the driving license issuance centers operated by the Punjab Safe Cities Authority. Bring your original CNIC, two recent passport-size photographs, a medical fitness certificate from any registered doctor (costs Rs. 200 to Rs. 500), and the license fee of approximately Rs. 600 to Rs. 1,200 depending on the license duration you choose.
The process involves filling out an application form, submitting your documents, passing a basic eye test at the center, and taking a practical riding test on a motorcycle provided by the center or one you bring yourself. The riding test evaluates basic skills: starting the bike, riding in a straight line, making turns, stopping safely, and demonstrating awareness of traffic signs. For most experienced riders, this test takes less than 10 minutes. The license is typically issued within 3 to 7 working days after passing the test.
The Learner's Permit Option for Quick Eligibility
If you cannot obtain a full license before the scheme's application deadline, a learner's permit is an acceptable alternative. The learner's permit is issued much faster — often within 1 to 2 working days — because it does not require a riding test. You simply submit your CNIC, photographs, medical certificate, and the permit fee. The permit is valid for 6 months and allows you to ride under certain restrictions (such as displaying an "L" plate and not carrying passengers).
However, there is an important caveat. If you are selected in the balloting, you must convert your learner's permit into a full driving license within 60 days of selection. This conversion requires passing the practical riding test. If you fail to obtain the full license within the 60-day window, your selection is cancelled and the e-bike slot is reassigned to a waiting-list candidate. Given this risk, it is much safer to obtain a full license upfront rather than relying on the learner's permit pathway.
Special License Camps for Teachers
Recognizing that many teachers — particularly female educators — may not have had the opportunity or motivation to obtain a motorcycle license previously, the Punjab government has coordinated with district traffic offices to organize special driving license camps. These camps are set up near schools and District Education Officer (DEO) offices and offer expedited processing, reduced fees, and female-friendly facilities including separate waiting areas and female testing staff.
The schedule of these camps is announced through the DEO offices and school head circulars. If a camp is available in your district, it is the fastest and most convenient way to get your license. Some camps process the entire application, test, and issuance in a single day. Check with your school head or DEO office for the latest camp schedule and locations in your area.
What If Your License Has Expired?
An expired license is treated the same as having no license at all in the PTF verification system. However, renewing an expired license is much simpler than getting a new one. Visit your district traffic office with your expired license, CNIC, fresh photographs, and the renewal fee. If the license expired less than 5 years ago, you can renew without retaking the riding test. If it has been expired for more than 5 years, a fresh riding test may be required. Renewal processing typically takes 3 to 5 working days.
